Four absences are enough to change the nature of a summit. Days before the International Space Summit scheduled for September 9 and 10, 2026 at Paris’s Grand Palais, SpaceX, Blue Origin, Stoke Space and Starcloud withdrew. The gathering promoted by Emmanuel Macron was meant to show that Paris could bring governments, astronauts, manufacturers, scientists and investors together around the new rules of the space economy. It has now become a harsher test: can Europe build a credible strategy when the most visible American companies choose not to attend?

The withdrawals were confirmed by the French ministry responsible for space. The companies have not publicly provided a detailed official reason for each decision. Several outlets, including Politico as cited by AFP and Ars Technica, reported White House pressure intended to discourage US participation. That does not establish that a formal order was issued or that Donald Trump personally decided the withdrawals. It does, however, place the summit inside a transatlantic dispute much larger than a Paris conference.

Paris Wanted to Convene the Space World

France presents the summit as a global dialogue about the scientific, economic, technological and environmental challenges of space. The official program brings together heads of state and government, international organizations, military officials, parliamentarians, development banks, researchers and private companies. Astronaut Thomas Pesquet and entrepreneur Hélène Huby are among the special envoys supporting the event.

The ambition is considerable. Space is no longer only about national prestige or exploration. It supports navigation, communications, climate observation, defense, financial markets, logistics and internet access. Bringing these communities to the Grand Palais was intended to establish Paris as a place where rules for an essential infrastructure could be debated. The American withdrawals show exactly why that debate is difficult: public authority and industrial power are no longer always seated at the same table.

Why SpaceX Changes the Equation

SpaceX is not an ordinary participant. Its launch cadence, Starlink satellite fleet and role in US institutional missions give it exceptional influence. Elon Musk’s company also exposed European dependence when continental satellites used American rockets during the transition from Ariane 5 to Ariane 6. Its absence removes a central market player and turns what might look like a scheduling choice into a potential political message.

Blue Origin adds another dimension. Jeff Bezos’s company aims to challenge SpaceX in heavy launch, lunar missions and orbital infrastructure. Stoke Space represents the next generation of reusable launchers, while Starcloud embodies the emerging promise of data centers in orbit. Their collective withdrawal therefore touches several layers of the US space economy: launch, exploration, reusability and orbital computing.

Reported Pressure, Not Definitive Proof

Caution is essential. The cancellations are established; the precise motives are not publicly established. The French ministry said it was difficult not to connect the decisions with reports of political pressure. Ars Technica described a more complicated picture in which disputes over European regulation, industrial competition and French diplomacy overlap.

The distinction matters. Turning reported pressure into a certain presidential command would be misleading. Yet the possibility that major companies may fear a political cost for attending still signals a new era. New Space companies depend on public contracts, licenses, launch sites and government customers. They have commercial autonomy, but they operate in an environment where Washington retains powerful leverage.

Europe Confronts Its Dependence

For Europe, the central question is not whether it can hold a conference without Elon Musk or Jeff Bezos. It is whether Europe can guarantee sustained access to orbit, finance its champions and protect its infrastructure without excessive dependence on a foreign partner. Ariane 6 restored a major launch capability, but competition also depends on costs, cadence, reusability and satellite constellations.

The European IRIS² project, designed to strengthen secure communications, symbolizes the search for autonomy. A constellation alone is not enough. Europe also needs available rockets, competitive satellite manufacturers, software, components, insurance, capital and public orders. Space sovereignty is a chain. If one critical link remains controlled elsewhere, declared independence can remain theoretical.

Contracts Could Still Save the Summit

La Tribune argues that Paris can answer the absences with tangible agreements among startups, manufacturers, investors and customers. That is probably the real measure of success. An impressive family photograph draws attention for a day. A launch contract, industrial investment or technology partnership can reshape a sector for a decade.

The disruption even creates an unexpected opportunity. With American giants away from center stage, European, Asian, African and Middle Eastern participants have more space to present their ambitions. Partnerships may emerge in Earth observation, disaster response, rural connectivity, maritime monitoring and scientific training. Paris could lose famous names but gain a more diverse geography.

A Global Issue, Not Only a French-American One

The space market is becoming more global. India is expanding its public and private capabilities. China integrates space into its industrial and diplomatic strategy. Gulf states invest in satellites, exploration and dual-use technology. African countries increasingly use orbital observation for farming, climate policy and security. The Paris summit arrives as new centers of power seek a place in the system.

France has major assets: a historic industrial base, the national space agency CNES, Europe’s spaceport in French Guiana and a central role in European programs. It cannot turn those assets into continental power alone. The summit must connect French strategy, European financing and international partnerships. The reported absence of German Chancellor Friedrich Merz makes that political demonstration more difficult.

The Signal Europe Cannot Ignore

The empty SpaceX and Blue Origin seats will attract attention, but they should not become the whole story. Their meaning will depend on what Paris announces on September 9 and 10. If the summit offers only speeches about autonomy, the withdrawals will look humiliating. If it triggers investment, orders and alliances, they may instead accelerate a European awakening.

Space is now an infrastructure of power. States that control neither launches, satellites nor data accept strategic vulnerability. The Paris summit was designed to celebrate interdependence. It is being forced to confront dependence as well. That shift makes the event more important than a diplomatic gathering: France and Europe must prove that their space ambition can survive the absence of the companies that dominate the market today.
