The World Will Exceed 1.5 °C: The UN’s Climate Admission That Changes the Battle

The world has just received a warning that profoundly alters the climate narrative. In an unprecedented report published on September 2, 2026, the United Nations Environment Programme (UNEP) estimates that the average temperature increase will exceed 1.5 °C above pre-industrial levels, likely within the next few years. The central threshold of the Paris Agreement is not abandoned, but it will now need to be approached from above: surpassing it, reaching a peak, and then attempting to return below the limit.

This shift is not merely a nuance of vocabulary. It signifies that governments, businesses, and cities must simultaneously prepare for three battles: immediately reducing emissions, adapting to more severe shocks, and cautiously developing means capable of sustainably removing carbon dioxide from the atmosphere. UNEP refers to this trajectory as “overshoot, peak, and decline.”

The UN Acknowledges a Reality That the World Has Been Postponing

Since 2015, the 1.5 °C target has served as a political, economic, and scientific compass. It does not correspond to a magical boundary beyond which everything would be instantly lost. However, it indicates a level at which the risks of extreme heatwaves, droughts, floods, agricultural losses, and ecosystem destruction become significantly more severe. Every tenth of a degree matters.

According to the Associated Press, the world is already around 1.4 °C of warming when using a twenty-year average. The UNEP report predicts that the threshold of 1.5 °C will be surpassed in the coming years. In the most ambitious scenario studied, temperatures would peak around 1.8 °C by mid-century before gradually decreasing. With current policies, it is more likely to trend towards approximately 2.6 °C by 2100.

The difference between these trajectories is measured in lives, habitable territories, and billions invested or lost. The higher the peak and the longer the exceedance lasts, the greater the damage. Some impacts may become irreversible: the melting of large ice sheets, the retreat of the Amazon rainforest, or the disruption of ocean circulation that contributes to Europe’s relatively mild climate.

The New Global Keyword: “Overshoot”

The English term overshoot describes a curve rather than a moment. Temperatures rise above 1.5 °C, reach a maximum, and then decrease through massive emission reductions and net negative emissions. The goal remains to return below 1.5 °C by the end of the century while minimizing the time spent in the danger zone.

The report emphasizes a crucial point: acknowledging the overshoot should not serve as an excuse for inaction. On the contrary, every year of delay raises the peak higher and makes the return more difficult. UNEP believes that the best available path relies on rapid and sustained reductions in CO2, as well as methane, followed by achieving net-zero emissions before a phase where more carbon is removed from the atmosphere than is emitted.

Removing Carbon Will Not Be a Miracle Solution

Returning below 1.5 °C requires significant carbon removal capabilities. Restoring forests, soils, and ecosystems can help, but AP reports that tree planting would only reduce global temperatures by about one-tenth of a degree at most. The remainder would depend on still costly, energy-intensive, and insufficiently deployed industrial techniques.

Direct air capture and geological storage are among the options, as are certain forms of bioenergy combined with carbon capture. However, these technologies raise questions about financing, space, energy, water resources, and the permanence of storage. Betting on their future success without significantly reducing emissions today would be an extremely risky strategy.

The message is thus twofold. Carbon removal becomes necessary to correct the overshoot, but it neither replaces the exit from fossil fuels nor energy efficiency. It must complement an already underway transformation, not protect the status quo.

Why France and Europe Are Directly Concerned

For France, this new global doctrine reinforces the urgency of adapting cities, electrical networks, transportation, agriculture, and health systems. Longer heatwaves threaten vulnerable individuals, productivity, and infrastructure. Droughts weigh on water, crops, and energy. Along coastlines, rising waters necessitate decisions that will impact multiple generations.

Europe is also exposed to systemic risk. The report cites the potential disruption of the Atlantic Meridional Overturning Circulation, often referred to by the acronym AMOC. This large system of currents helps redistribute heat in the ocean. Its weakening would have complex consequences for rainfall, temperatures, agriculture, and European coastlines.

The debate thus transcends environmental ministries. It concerns insurers, banks, real estate, industry, tourism, food, and public finances. Areas that become more difficult to insure or inhabit would change asset values, investment choices, and internal migrations. Climate is becoming a central variable in economic strategy.

A Deeply Unequal Global Bill

Countries that have contributed the least to warming are often the most vulnerable to its consequences. In Africa, the Middle East, South Asia, and small island states, adaptation faces the cost of debt, lack of infrastructure, and immediate social needs. A prolonged overshoot would exacerbate pressures on water, crops, health, and population displacement.

This inequality places financing at the heart of international negotiations. Wealthy countries will need to accelerate their own reductions while helping vulnerable economies build resilient networks, alert systems, adaptive agriculture, and coastal protections. Without this sharing, the global strategy for overshoot risks becoming a technical promise without a political basis.

The Signal That No One Can Ignore

The UNEP report puts an end to ambiguity: the world is no longer facing a mere hypothetical risk of exceeding the threshold. It must organize life beyond 1.5 °C while maintaining the ambition to return. This acknowledgment is grim, but it avoids an even more dangerous mistake: confusing the failure of one stage with the failure of all action.

Every tenth of a degree avoided reduces damage. Every year gained protects lives and ecosystems. Every investment in adaptation limits part of the future bill. The world will likely surpass 1.5 °C, but the height of the peak and the duration of the exceedance remain collective choices.

The climate battle thus enters a harder and more realistic phase. It is no longer about promising that the red line will never be crossed. It is about preventing that crossing from becoming a new permanent normality. The UN’s admission does not close the door; it shows how narrow it has become.
