Returning to Russia for personal reasons, such as visiting family or renewing a passport, can now lead to immediate arrest. According to a report published at the end of September by the NGO Memorial, 24 Russians returning from abroad have been arrested on charges often related to high treason.
These arrests reflect an intensified repressive policy toward Russian citizens living abroad, who are perceived as potential threats by the authorities. Several of those arrested have already been sentenced to heavy prison terms, underscoring the severity of the accusations brought against them.
Memorial’s report highlights an atmosphere of fear and insecurity for Russian expatriates considering temporary returns to their country. This situation raises concerns about the respect for fundamental rights and the freedom of movement of Russian citizens.
