Philip R. Lane, member of the Executive Board of the European Central Bank, spoke at the International AI Summit about the opportunity that artificial intelligence (AI) represents for Europe.

He described AI as a general-purpose technology capable of improving global living standards and expanding access to information while increasing productivity. However, he emphasized that realizing these benefits depends on complex coordination among many actors: AI model developers, infrastructure builders, entrepreneurs creating customized products, the research and development community, energy operators, the financial system, the education sector, as well as managers and workers who must adapt business processes.

Philip R. Lane also highlighted the challenges this transformation poses for political systems, civil society, policymakers, and regulators at various levels, particularly regarding ethical, fiscal, governance, and legal issues. He stressed that how these matters are managed will influence the trajectory of AI adoption, balancing benefits, costs, and risks for society.

Finally, he addressed uncertainties related to AI’s impact, noting that bottlenecks in certain areas could slow overall deployment. A key point is the labor market shift, with some occupations potentially seeing increased demand due to complementarities with AI, while others may be substituted by the technology. Changes in labor costs and token prices will also play a role in the net employment impact.
