Paris Bets on Driverless Buses: The French Plan That Could Transform Daily Travel

The Paris region has launched its first regional autonomous public transport project. Around 20 minibuses are planned during the pilot phase from 2028, before a fleet of more than 100 vehicles by 2030.

The autonomous vehicle revolution may reach everyday life first through a small public bus, not a private car. Île-de-France Mobilités has launched the Paris region’s first autonomous collective transport project, aiming to operate an initial vehicle in early 2028 and gradually expand the service to more than 100 vehicles by 2030.

The plan targets one of the most persistent weaknesses of suburban transport: evening journeys, low-density areas and the final kilometres between a station and a residential district, campus or public facility. These are places where running a full-size bus can be inefficient, but where the absence of transport still forces many residents to drive.

A timetable designed to move beyond experiments

The official schedule is divided into clear stages. During the second half of 2026, the regional authority will define how operators and vehicles are selected. A competitive procurement process is planned for 2027, followed by the first autonomous minibus in early 2028. The pilot fleet should grow to around 20 vehicles during 2028 and 2029, before exceeding 100 units around 2030.

Île-de-France Mobilités says the annual budget could reach €20 million. That scale separates the proposal from a short technology demonstration. The stated objective is a genuine on-demand service integrated with the regional network and designed to complement existing trains, buses and local routes rather than replace them.

Why Paris-Saclay is likely to lead the rollout

Paris-Saclay, Versailles Grand Parc and Saint-Quentin-en-Yvelines are the first areas under consideration. They combine business parks, research campuses, residential communities and complicated travel patterns outside major rail corridors. The area also hosts a recognised mobility research ecosystem, including the VEDECOM institute in Versailles.

For passengers, the idea is to book a local journey in a vehicle carrying roughly eight to twelve people, particularly during off-peak hours or at night. It could connect a neighbourhood to a station, town centre or nearby service. For the authority, the challenge is to provide useful frequency without continuously running a large and expensive vehicle with few passengers.

A French alternative to the robotaxi race

In the United States and China, autonomous mobility has largely been framed through individual robotaxis. The Paris project follows a different path by pooling journeys and treating automation as a public service tool. It may look less dramatic than fleets of taxis circulating through central Paris, but it could be more useful to residents in outer suburbs.

This strategy also reflects European transport realities. Dense cities already have strong metro, rail, tram and bus systems. The hardest need to serve is often the gap between those networks. An on-demand autonomous minibus could become the missing link, provided booking, accessibility, pricing and transfers are designed as one coherent service.

Technology has advanced, but the real test begins now

Recent trials suggest autonomous vehicles can navigate defined routes, interpret their surroundings and handle a growing range of routine situations. Karsan and technology partner ADASTEC said they completed six months of testing with RATP on a busy route in the Paris region. French rail group SNCF is separately developing its MASIPRO programme for autonomous shuttles in suburban and rural areas.

Moving from testing to reliable daily operation remains the decisive challenge. Rain, roadworks, cyclists, pedestrians, unusual behaviour and emergency vehicles make real streets far more demanding than closed tracks. The system must prove that it can maintain high availability, acceptable costs and rapid human supervision when the software meets a situation it cannot resolve.

Safety, jobs and trust cannot be treated as details

The word autonomous does not necessarily mean the immediate removal of all human involvement. Early phases may include a safety operator on board or remote supervision, depending on the selected vehicles and regulatory framework. Transparent reporting about incidents, limitations and responsibility will be essential to secure passenger confidence.

Employment will be equally important. Drivers do more than steer: they welcome passengers, answer questions, provide reassurance and manage difficult situations. As automation expands, new roles may emerge in supervision, maintenance, assistance and fleet management. The debate will therefore concern work organisation as much as driving software.

What passengers could actually gain

The most tangible benefit would be reduced dependence on cars in towns where bus timetables are sparse. An on-demand service can adapt routes to bookings, reduce empty kilometres and preserve late-night connections. It could improve access to jobs, healthcare and education for people who do not drive.

The environmental benefit will not be automatic. It will depend on occupancy, energy use and whether the service replaces genuine car journeys instead of drawing passengers away from conventional buses or bicycles. Success should be measured less by the number of autonomous vehicles than by the number of private cars left at home.

Why the rest of the world will watch Paris

Metropolitan regions worldwide are looking for affordable ways to serve their outskirts without endlessly expanding expensive fixed routes. If Île-de-France can integrate autonomous minibuses into a vast transport network and a regional ticketing system, the model will attract attention far beyond France. It could offer lessons about regulation, procurement, safety and public acceptance.

The promise remains tied to dates in 2028 and 2030, so the next decisions will matter: vehicle selection, the real level of autonomy, service areas, passenger prices and operating conditions. The signal is nevertheless clear. The Paris region no longer wants merely to test autonomous transport. It intends to turn it into an everyday public service.
