Emmanuel Macron recently warned about the intensification of hybrid threats originating from Russia.
In response, France created this summer a new “national security alert state,” a mechanism never before activated but now in place for over a month.
This mechanism allows the State to act against a “serious and current threat,” providing an intermediate step before resorting to exceptional regimes.
However, the precise threshold for triggering this mechanism remains to be defined.
